2027 How Earthlings Divided the Planet Mars

Planet Earth, 2027 - 2070.
The unknown is always met with fear. What will happen after the decision to colonise Mars? How will this decision affect our lives, us Earthlings? A series of questions that both make people think and scare them. Wouldn't it be wiser to leave things as they are? Wouldn't it be better to save the Earth from destruction first and then take such important steps for humanity? A cautious approach might be the best solution. Mankind can develop a programme for as much technology as there is, at a natural and natural pace. The first humans should not set foot on Mars until many years after organised research stations have been set up, run by robots and drones.
If Mars is not inhabited, it should be divided between states. Since Mars does not belong to the Martians, it must belong to the Earthlings. That's how humans think. This planet should be divided "fairly". But this is a word that the best negotiators will not know how to appreciate. What can be fair for a few states that want to take all the wealth just because they have the capacity to reach Mars by interplanetary transport ships, alone or in association? The start of any negotiation is hampered by the attempt of some private entities or corporations to corner the discussion and take the lion's share of the negotiation. The policy of small steps is the technique by which they seek to insinuate themselves into a discussion that involves states, not individuals.
Will people be able to overcome the deep fear they feel when something new is introduced? Will people be able to find a home for themselves and their families when they get to Mars?
Planet Mars, here's a possible history yet to be written.
