The Nomical Order remains divided over the fate of the Seven Colonies of Man. On the Eve of Victory, Emperor Yujen calls for a Celebration to commemorate the end of an era ravaged by war.

Deep within the Vespasian Colony, Code Silver of the Prometheans escorts his subordinates. The eight PROs in protective custody are on a one-way trip to the capital world Octavian to meet the Emperor. One Officer among them, Code Black, has not taken to the invitation well and harbors an agenda of his own. Distracted by ego, Code Silver has been unaware of another ship, the Revan-V, tracking them.

Meanwhile, two tired Prometheans arrive at their new world near the other side of the galaxy. But even in their lonely region imbalance finds them, as access to a nearby star proves difficult.
