FEDERAL COOPERATIVE HEALTHCARE contains three innovative proposals for healthcare reform. In short, author Mark Burton proposes that the Federal government should (1) establish a tuition-free, Federal civilian medical academy, (2) build a nationwide network of Federal Healthcare Cooperatives, and (3) establish a service requirement that would greatly reduce the cost of providing free healthcare to the poor.
