Excerpt from Ship Canal Around the Falls of Niagara (to Accompany Bill H. R. No. 466): January 25, 1838Canadian Government proffer its use ever so sincerely or freely, it is not to be supposed that such a proposition would be accepted, or that merchants or others would risk the passage of their property through a country embroiled in the horrors of a civil war. So long, therefore, as these difficulties exist, if not so long as there remains danger of their recurrence, this canal, as a channel of western trade, must be closed.
